Founded more than a decade ago by a multi-generation family of highly decorated New York City law enforcement officers and detectives, Noble Investigative Services offers a superior level of professional who are seasoned experts from multilingual and diverse backgrounds. The management team at our flagship office in New York and Los Angeles consists of experienced investigators from retired first and second grade detectives to FBI agents and former enforcement officers with extensive backgrounds in special fraud, organized crime and money laundering operations and investigation units. Our nationwide team of field investigators includes retired Law Enforcement, detectives and FBI agents from local and state police departments throughout the United States and Canada.

MANAGEMENT TEAM

With a team of investigation professionals throughout the USA and Canada, Noble has offices in New York City and Los Angeles run by veteran law enforcement officers with combined over 100 years of experience in its management team.

EAST COAST OFFICE

Tom Caruso, President and CEO. Mr. Caruso is a distinguished 20-year veteran in the New York City Police Department serving in the Intelligence Division and in the Special Operations Group and as a Detective and Investigator. He also has worked in the Threat Assessment Units as an investigator and with the Secret Service, FBI, CIA and State Department in the Dignitary Production Unit. Mr. Caruso worked in tandem with the Secret Service and State Department to provide protection for Heads of State and dignitaries including former President Clinton, former Vice President Al Gore, Prime Minister of Israel Ariel Sharon, PLO Authority Yasser Arafat, Speaker of the House Tom Delay, Pope John Paul II, National Security Advisor Condoleezza Rice, President George W. Bush and other world leaders.  He also was assigned to United National Assemblies, the World Economic Forum, and the Congressional Visit to Ground Zero, and was awarded the Meritorious Police Duty Awards and Excellence in Police Duty Awards. Mr. Caruso also has undergone extensive specialized training including the NYPD Dignitary Protection, Criminal Investigation, Homicide Investigation, Interviewing and Interrogations, Latent Fingerprints, and Computer Investigation/Technology Training.  He is a Licensed Private Investigator with the New York State Department of State.

Michael Belfiore, Executive Vice-President, Operation.  With over 20 years of expertise in corporate managements and operations, Mr. Belfiore is responsible for overseeing all day-to-day operations for the company throughout the USA and Canada including assisting the president with strategic business and marketing planning, client contractor development and relations.  Prior to joining Noble Inc. in December 2004, he was in the Hospitality Industry for The Regency Hotel in New York City where he worked for over 14 years in an executive capacity in sales, budgeting, client development and management, he also served as a member of the hotel’s executive committee.

Dan Caruso, Vice-President of Operations, East Coast.  Mr. Caruso will be heading the Investigation Division on the East Coast.  A veteran of 20 years in the New York City Police Department, he was a Sergeant for five of his years on the force and in this role, honed his expertise and skills in surveillance, investigation and apprehension as Supervisor of both the Anti-Crime Team and the Burglary Apprehension Team in Manhattan.  Mr. Caruso also was a Community Police Officer involved in community outreach and relationship building in north and mid-Manhattan.  In addition, he served as a patrol officer for five years in the 75th Precinct in East New York, notorious for having the most homicide cases in the city.

Robert Reehil, Director of Investigations. Mr. Reehil served more than 17 years in law enforcement in the New York metropolitan area with a specialty in surveillance and investigation. During his tenure, he received numerous “Meritorious” and “Excellent Police Duty” awards as well as a Letter of Commendation from the Chief of Detectives for his role in a homicide arrest in 1991. At the New York City Police Department, he supervised detectives and police officers investigating crimes involving larceny and related crimes, as well as those involving identity theft cases, for which he worked with the Manhattan District Attorney’s Office to prosecute hundreds of individuals. Assigned to plain clothes unit, he was responsible for addressing areas in Manhattan experiencing a spike in street crime and related incidents such as robbery, assault and weapons violations.  He began his career as a police officer assigned to Brooklyn’s Flatbush and Crown Heights, and segued to Manhattan where he was promoted to Sergeant.

WEST COAST OFFICE

John McKillop, Vice-President of Operations, West Coast.  Mr. McKillop will be heading the Los Angeles area office as Vice-President, West Coast Operations.  Mr. McKillop served for more than 20 years in the Glendale Police Department. As Detective in Vice/Narcotics, Major Narcotics, Gangs, Robbery, and Homicide McKillop was the lead investigator on numerous noteworthy cases including one of the largest cocaine seizures in the US. He investigated major Columbian Cartel Networks as well as worked in an undercover capacity in the large scale distribution of cocaine.

McKillop received the highly coveted and distinguished SIMPY Police Officer of the Year Award in which 10 law enforcement officers from all over the world are nominated by the International Chief of Police Association.  He was selected as one of the Top 10 Law Enforcement Officers by Parade magazine and the International Association of Chiefs of Police as well as receiving numerous awards and commendations on the local, county and State levels. Mr. McKillop also served as the lead investigator on the “Angel of Death” four-year murder investigation, solving the case that was one of the most prolific serial murder cases in US history. 

Ronald Williams, Director of Field Operations.  Mr. Williams has over 20 years of experience in the Uniform Services Division of the Glendale Police Department as a Patrol Officer, in the Administrative Services Division as a Staff Instructor at the Police Academy, and in the Investigative Services Division as Burglary and Auto Theft Detective. Ronald has received numerous awards and commendations from local, County and State officials.
